Proposal for Moonpot on Pancakeswap Syrup Pool

If passed, users will able to stake $CAKE to earn $POTS tokens. 150,000 POTS up for grabs for the community. Farming will start on block 9876760 (approx. 9am UTC on August 9th). Pancakeswap will provide a POTS-BNB farm that will have 1x CAKE rewards for the first 48 hours and then 0.5x CAKE rewards after that.
